Our
Vision

Our vision is that of a peaceful, flourishing, joyful, authentic, united and proud Haiti that regains its place as a precursor in the fight for fundamental rights worldwide and as a symbol of freedom and prosperity.

That of a secure and stable Haitian society where citizens and communities thrive through economic opportunities and access to basic infrastructure and services, and where gradually, through tenacious efforts, hopes become reality. This self-confidence, inseparable from respect for human dignity and the right to development, constitutes the healthy, solid and deep common foundation on which we can rebuild and prosper.

Our Mission

Institut Macaya is committed to contributing to Haiti's reconstruction by placing governance and institutional reforms at the heart of national development. We are convinced that political stability and social progress cannot be achieved without a functional state, equipped with solid institutions, coherent public policies, and transparent and efficient management.

Our mission is to encourage the establishment of a national framework where institutional stability, economic growth, and social justice mutually reinforce each other. We work for a state that inspires confidence, protects the fundamental rights of its citizens, and creates an environment conducive to investment and collective prosperity.

To achieve these objectives, Institut Macaya focuses its efforts on the following strategic axes:

Strengthening public governance

We advocate for essential measures for this transformation:

  • the adoption of institutional reforms adapted to national realities, aligned with the principles of a stable and predictable rule of law;
  • a more efficient and transparent public administration;
  • modernization of legislative frameworks;
  • improvement of public management capacities.

Establishing a stable and competitive economic framework

We support the adoption of economic policies that contribute to the country's competitiveness, establish a fair competitive framework, stimulate national production, facilitate private investment, and improve the business environment. Rigorous budgetary discipline and rationalization of public spending are imperatives to ensure responsible financial management.

Promoting structured dialogue between the state, private sector, and civil society.

We advocate for inclusive dialogue to foster national consensus around essential reforms. We believe that close collaboration between public institutions, businesses, and civil society is an essential lever for sustainable transformation.

Our
Values

The fundamental values that guide our actions and that we promote for a new state model are directly derived from the challenges identified previously:

Republican and democratic values:

  • respect for fundamental human and citizen rights and freedoms;
  • equality of social and political rights, functioning without arbitrariness and according to law;
  • the pursuit of public good and common interest;
  • reciprocity of citizen rights and duties;
  • These are the only viable responses to state legitimacy erosion and governance deficit. A better Haiti for all is possible.

Enterprise

Enterprise, regardless of its size, is at the heart of society and production activity and job creation within the framework of a market economy and complementarity between capital and labor. Encouraging private initiative and innovation responds to economic stagnation and lack of opportunities.

Social and economic justice

Promoting social and economic justice is essential to remedy the deep inequalities that fuel instability and popular discontent.

These values are not mere ideals; they constitute the foundation on which a modern, efficient state serving collective welfare must be built.

Our Approach

To realize its mission, Institut Macaya adopts a pragmatic and impact-oriented approach, favoring targeted and measurable actions capable of directly influencing public decision-making and citizen perception.

Institut Macaya places the economy at the heart of its actions, based on the following principles:

  • Formulate public policy recommendations adapted to the country's opportunities and constraints, aimed at promoting economic growth, job creation, and social progress.
  • Facilitate dialogue between social, political, and economic actors to ensure institutional stability, social peace, and a climate favorable to investment.
  • Develop public-private partnerships to create a stable and secure business environment, increase Haiti's and enterprises' competitiveness, and guarantee fair rules of the game that reward innovation, transparency, and ethical behavior.

Our main intervention methods include:

Production and dissemination of strategic research

We conduct in-depth studies on priority reforms to implement, based on rigorous analyses and factual data to propose concrete and applicable recommendations.

Organization of multipartite forums and workshops

We bring together experts, political decision-makers, private sector actors, and civil society to foster productive and structured dialogue on the country's challenges and solutions.

Active advocacy with public institutions and international partners.

We engage in constant dialogue with national and international institutions to influence decisions in favor of responsible and achievable public policies.

Strengthening local capacities

We support community leaders, economic decision-makers, and public managers through training and skills development initiatives to anchor a culture of efficient and pragmatic governance.

Our Guiding Principles

Institut Macaya's guiding principles define our commitment to national reconstruction based on solid foundations. These principles guide our actions and orient our advocacy for an efficient, equitable, and responsible state.

  1. Independence
    We preserve intellectual and financial autonomy that guarantees the objectivity of our analyses and recommendations.
  2. Strict respect for the principle of equality before the law
    We defend an impartial state where all citizens and economic actors are subject to the same rules without distinction or undue privileges. Strict respect for the principle of equality before the law, regulations, and public services is essential to restore citizen confidence in institutions and guarantee sustainable social justice.
  3. Transparency
    We also advocate for total transparency in public and economic management to foster healthy and fair competition. Only an administration with integrity, free from favoritism and corruption, can create a climate conducive to investment and economic development.
  4. Probity and rigor
    Our analyses are based on rigorous scientific methodologies, guaranteeing reliable recommendations adapted to the country's realities.
  5. Inclusivity and citizen participation
    We encourage diversity of perspectives and active participation of all society's actors, particularly citizens, businesses, and public institutions. Inclusive dialogue is the key to viable and lasting national consensus.
  6. Innovation and pursuit of pragmatic solutions
    We promote a creative and contextual approach to solving national challenges. Far from inapplicable theoretical solutions, we favor realistic public policies adapted to local constraints and inspired by international best practices.

    We commit to proposing measurable and applicable solutions with a long-term vision. Our efforts aim to concretely influence the development and implementation of public policies, ensuring they produce beneficial effects for the entire population.

Our Leitmotiv

Ultimately, each of our children (well-fed) must be able to attend a quality neighborhood school, in good health and complete safety, and be able to believe in their country's future and in a future in their country, each day, better for all.
